Social Help (CPAS) : « Solidarity close to on your premise »
Each one, each one can, at one moment of its existence, to have the feeling which the life rocks: loss of a spouse, of a companion, pains immense to which serious financial difficulties are often added; loss of an employment without right to unemployment; loss of a comfortable housing to the reasonable rent and impossibility of finding one of them in a short time; conflict engraves with a relative, a partner and need for leaving the house; large troubles of health which unbalance the household budget; over-indebtedness... Vis-a-vis all these situations of precariousness and poverty, when to face the needs first: rent, gas/electricity, food, health, becomes impossible, it exists a public institution charged to take care that all all and have the means of living with dignity, i.e. without having to use of means humiliating or degrading to get the resources necessary to the life. This institution, it is the CPAS: the public Center of social action. Each year, several thousands of people receive the support of the CPAS. The most known mission of the CPAS is the granting of a social allowance: income of integration which replaced Minimex or an equivalent help. It is a question of a financial assistance, supposed of making it possible to the people to meet their basic needs. This income is granted after a social investigation, made by a welfare officer who will check that the conditions of granting are met. This mission given to the CPAS is essential, even if all the studies show that the incomes thus granted are not enough to live (625 euros for one insulated, 834 for a household and 417 for one cohabiting). This is why other complementary aids can be granted: chart health, intervention in the invoices sibelga, guaranteed rental, etc However if these financial assistances are essential for considerable people who without them would not have any means to live, the missions of the CPAS go well beyond. The ambition of the CPAS is also to allow each one, each one to find a place in the company, to take part in the social life and this, through an employment, a voluntary engagement in an association, an artistic, cultural project. We have all need to feel us recognized, proud of what we can do. The company, it as, requires as all those and those which are able to bring something to the community mobilize to do it. And for this reason, it is important to take account of the capacities, of the talents of all those which are addressed to the Center. It is not a question to impose a project, but to build it with the person according to her possibilities, its competences and its aspirations. Thus, parallel to the social service general who is often the first to receive the person who addresses herself to the Center, the CPAS developed a whole of services with an aim of granting each one and each one the accompaniment, the most adequate support.
TO SEEK A VOCATIONAL GUIDANCE TOGETHER
The orientation and socio-professional insertion constitute a very important mission of the CPAS. In order to conclude it, service "ISP" was created. It gathers social workers who, in collaboration with Orbem and other partners, help the recipients of the CPAS to evaluate their competences, to define a professional project, to choose means of handing-over on level of their knowledge and formations, to seek employment actively. Service ISP makes it possible moreover more or less 300 people to per annum find employment in associations, private companies, other public services via the application of article 60, §7, of the organic law of the CPAS.
TO LISTEN TO AND DIRECT THE YOUNG PEOPLE
The young people from 18 to 25 years which are addressed to the Center are accomodated by the service "young Referents" which offers first information concerning their situation to them relating to their rights and duties. An individual accompaniment is then proposed and at the convenient period, of the contacts are taken with the cell of socio-professional insertion in order to direct the young worms of the formations or the studies and to help them to seek an employment.
S'EPANOUIR PAR LA CULTURE, L'ART ET LE SPORT
Participer à la vie sociale, ce n'est pas seulement travailler. Ainsi, dans un tout autre registre, depuis 2003, grâce à un fonds octroyé par l'Etat fédéral aux CPAS, notre Centre développe une action destinée à permettre à chacun, même quand il dispose de très peu de moyens financiers d'accéder aux spectacles culturels, de faire du sport, de découvrir les trésors des musées et des villes... Ces activités permettent de rencontrer d'autres personnes, de créer des liens, de sortir de son isolement, de se détendre et à travers cela, de retrouver confiance en soi en se (re)découvrant riches de choses à dire et à partager. Par ailleurs, le service épaule aussi les artistes en finançant du matériel et en travaillant à la promotion de leur œuvre. Enfin, des activités et ateliers sont organisés afin d'approfondir divers aspects de la création culturelle et artistique en groupe.
TO OPEN OUT BY the CULTURE, ART AND the SPORT
To take part in the social life, it is not only to work. Thus, in very an other register, since 2003, thanks to funds granted by the federal State the CPAS, our Center an action intended develops to make it possible each one, even when it has very few financial means to reach the cultural spectacles, to make sport, to discover the treasures of the museums and cities... These activities make it possible to meet other people, to create bonds, to leave its insulation, to slacken and through that, to find self-confidence in (Re) being discovered rich things with saying and dividing. In addition, the service supports also the artists by financing material and while working with the promotion of their work. Lastly, of the activities and workshops are organized in order to look further into various aspects of cultural and artistic creation in group.
TO FIND A HOUSING
We know all at which point to find a housing in good condition at a reasonable price becomes increasingly difficult. For certain people, their difficulty is such as they run the risk to be found with the street. Under development full, the service "Housing" accompanies the recipients by the social assistance in their search for a roof. This service brings information on the residences available, prepares the people to meet the owners, provides a legal assistance and plays sometimes the part of mediator.
TO MANAGE ITS BUDGET, TO FIGHT AGAINST the DEBT
It is certainly not easy to manage a small budget. In a consumer society like ours, one needs much determination to resist multiple temptations which each exit downtown brings. But there are not only the smallest incomes. In fact, an increasingly significant number people, even with sufficient incomes, even important, know problems of over-indebtedness. The CPAS also has the role of supporting all the inhabitants of the commune confronted with these problems. The Service "Media Debts" thus brings councils and a legal assistance. It helps the people to find a plan of reasonable refunding with their creditors and to respect the commitments entered into. It organizes also meetings of information concerning the manner of managing its budget in a responsible and autonomous way. In this spirit, an engineer proposes an analysis and a technical assistance as regards power consumption (water, gas, electricity), a station whose importance in the household expenses does not cease growing, as testifies a recent topicality to it.
TO ACCOMPANY THE GROINS
The seniors of our Commune make the object of a very detailed attention of our Center and this in several connections. The elder ones can be addressed to the CPAS to obtain assistance and support. A service "people old" accomodates the people who need assistance and who live at them: ones complement a too small pension, helps as regards health, meal in residence, family help... The elder ones and their family can be also addressed to the Center when they do not wish or cannot live only any more at the house. They will be accomodated by the service "lodging" which will study with them the possibilities of lodging in convalescent home or supervised apartment. They could be structures belonging to the CPAS or not. The CPAS has two convalescent homes: the convalescent home Albert de Latour and the care and convalescent home the Cherry orchard. The convalescent home Albert de Latour is located at two steps of the Dailly place, street Thomas Vincotte, in general accomodates in a modern and luminous building 147 old people of more than 60 years. The care and convalescent home the Cherry orchard. This house located at the back of the CHU Brugmann is designed to accomodate dependent and/or disorientated old people, requiring care and of the assistance in the acts of the everyday life. It also accomodates and accompanies by the people at the end of the lifetime by the installation of palliative care.
A PLACE FOR THE CHILDREN
There is also a service "family-youth" which offers an accompaniment very constant to the children, teenagers in difficulty like with the families requesting a help for their children from 0 to 18 years. This service is brought very often to play a part of support for the parents and the children who cross a difficult course and of mediator in the event of conflict. With the young people and their family, they endeavour to bring practical solutions to the problems so that they do not develop.
COLLABORER AVEC LE MILIEU ASSOCIATIF
Depuis Novembre 2004, à travers la création de la Coordination de l'Action sociale, notre CPAS développe à nouveau un partenariat avec un large ensemble d'associations investies dans le champ social à Schaerbeek. Son objectif est de mener une réflexion commune et des actions concertées afin de lutter ensemble contre la pauvreté et l'exclusion sociale.
UNE ADMINISTRATION AU SERVICE DE TOUS
Pour assurer le bon fonctionnement des services présentés, aux côtes des travailleurs sociaux, de nombreux travailleurs administratifs veillent à l'exécution des décisions prises. Par ailleurs, d'autres services se chargent de la gestion financière du CPAS, de son personnel et de l'entretien de ses bâtiments. Comme la plupart des administrations, le CPAS a donc un département Ressources Humaines, un Service Recettes, un Service Finances, un Service technique, un Service Informatique, un Service Interne de Prévention et Protection au Travail.
Au total, le CPAS compte 460 travailleurs. L'ensemble du personnel est placé sous l'autorité d'un Secrétaire, Dirk Kaekebeeke et ses activités sont dirigées par une Présidente, au mandat politique similaire à un échevin, Dominique Decoux.
